What is the "capping" policy?

    Cabarrus County Schools has implemented a temporary enrollment cap at W.R. Odell Primary and W.R. Odell Elementary to address severe overcrowding at the schools. 


    Who does this limited cap affect?

    The limited enrollment cap applies to families of new enrollees north of Highway 73 within the Odell attendance area who enroll in Cabarrus County Schools after April 1, 2026. Students affected by the cap will attend Carl A. Furr Elementary School until boundaries are created for the new northwest area elementary school. Transportation will be provided by the district for students who live in the capped area and are assigned to Carl A. Furr.

    The limited enrollment cap will begin with the 2026–2027 school year and will stay in place until the new northwest elementary school opens. District leaders stress that the cap is temporary and will be lifted once the new school is ready to welcome students.

    How long will this limited cap last?

    The cap is temporary and is expected to remain in place until a new northwest area elementary school opens, currently projected for Fall 2028. 

    How do I know if my address is affected by the limited cap?

    Please refer to the Cabarrus County Schools locator map where you may enter your domiciled street address.

    Will this limited cap affect students currently enrolled at Odell Primary and Odell Elementary School?

    No. The cap does not affect students who already attend the schools and continue to remain domiciled within the attendance boundary.  

    Where will capped students go?

    Students affected by the cap will be reassigned to Carl A. Furr Elementary School. Transportation will be provided by the district. 

    Does this cap affect Kindergarten enrollees?

    No.  Kindergarteners will continue to enroll at their home zoned school.

    If I live in the capped area and my kindergarten student enrolls at Odell Primary, will they continue to remain in the Odell schools for their progression through elementary school?

    Yes. Once a kindergarten student from the capped area enrolls in kindergarten at Odell Primary, the student would continue their progression through the Odell schools as long as the family remains domiciled within the Odell attendance boundary.

    What about rising 3rd graders transitioning from Odell Primary to Odell Elementary?

    Students already enrolled in the Odell system (e.g., those moving from Odell Primary to Odell Elementary) are not considered "new" enrollees and can continue their education at Odell Elementary as long as they remain domiciled in the attendance boundary.

    Will transportation be provided to those new enrollees who are assigned to Carl A. Furr Elementary School from the capped area north of Highway 73?

    Yes.  Cabarrus County Schools will provide transportation for affected students who are assigned to Carl A. Furr Elementary School.

    If I move into the capped Odell attendance area after April 1, 2026, can my kindergarten student and their 1–5 grade sibling enroll at an Odell school?

    NoThe kindergartener would be assigned to Odell Primary, but the sibling in grades 1 through will be assigned to Carl A Furr for the duration of the cap. Sibling enrollments will be treated as a redistricting assignment and will be handled in accordance with Board of Education Policy 4150, section F, subsection 3.

    Families who prefer for their children to attend the same school may choose to enroll both students at Carl A. Furr Elementary School.

    What about siblings?

    Due to enrollment caps at Odell Primary and Odell Elementary Schools, families who live in the impacted area north of Hwy 73 and enroll after April 1, 2026 for the 2026–2027 school year should be aware of the following:

    If a family has a rising kindergartener and a sibling entering grades 1–5, the kindergartener will be permitted to enroll at Odell Primary. However, the sibling in grades 1–5 will be assigned to Carl A. Furr Elementary School.

    Families who prefer for their children to attend the same school may choose to enroll both students at Carl A. Furr Elementary School.

    To enroll in Cabarrus County Schools, you will need:

    PHOTO IDENTIFICATION OF PARENT/LEGAL GUARDIAN

    Accepted forms include: Driver’s License or State ID, Matricula Consular, Work Authorization Card, Border Crossing Card, Permanent Resident Card, Passport, or Visitor Visa.

    TWO PROOFS OF RESIDENCE (ONE FROM EACH SOURCE)

    • Source 1: Deed, current lease, closing/settlement statement, or property tax statement showing the property is owned or rented by you and located within the school’s attendance boundary.
    • Source 2: Current gas, water, or electric bill/activation dated within the last 30 days; must show both the service address and mailing address.

    DOMICILE AND RESIDENCE DEFINED

    Under North Carolina law, “domicile” and “residence” are not the same.

    • Residence: where a person is physically staying (temporary or permanent).
    • Domicile: a person’s true, fixed, permanent home—the address they intend to remain and return to indefinitely.

    To establish domicile, the following condition must exist:

    • Actual physical residence in the home

    Before an enrollment application is approved, parents/guardians must provide acceptable proof that they are domiciled within Cabarrus County.

    Accepted documentation includes:

    • Current lease agreement
    • Property deed
    • Current Cabarrus County property tax record
    • Current utility bill (gas, water, or electric) showing service and mailing address

    What is the difference between domicile and residence?

    A domicile refers to an individual's true, permanent, and principal home for legal purposes, a single location where they intend to live indefinitely and to which they'll return if absent, establishing their primary legal connection for matters like taxes, voting, and inheritance, even if they live elsewhere temporarily.
